6 Best Digital Marketing Agencies in San Francisco (2026)

San Francisco has fewer genuine full-service digital marketing agencies than you would expect, and most of the good ones are not in the city. Here are six worth shortlisting, with their real locations.

Short answer: The right San Francisco agency depends on your biggest constraint. Jives Media fits mid-market companies wanting search, paid and creative together, CSTMR fits fintech companies that need a compliance-literate specialist, and The Business Rover fits SaaS and B2B companies that need organic search and AI visibility done properly.

This is our 2026 shortlist of digital marketing agencies in San Francisco. We grouped them by what they are actually strongest at, because "full-service" means something different at every agency. We list where each one is headquartered, because several agencies that rank for "San Francisco digital marketing agency" are based elsewhere. We are an SEO and AI visibility agency, not a full-service one, so we appear here only in the search and AI section, with a link to our San Francisco SEO agency page.

San Francisco has a smaller pool of full-service digital marketing agencies than its size suggests, and the reason is structural: the Bay Area's marketing talent is largely employed in-house at technology companies, so the agencies that survive here tend to be narrow specialists rather than generalists. That makes fit unusually important and side-by-side proposal comparison unusually misleading.

It also means the honest version of this list is short. We set out to write about eight agencies and published six, because we check each company's own website rather than the directory listings other roundups copy from. One widely recommended name turned out to be two different companies whose details had been merged, and the business that actually owns the domain is a London branding studio rather than the growth agency people mean. Another has had the same site and the same case studies for years, its founders have moved on to a different company, and its team is down to single digits. Neither belongs on a shortlist in 2026.

The other finding worth stating plainly: only one of the six publishes a San Francisco street address. The rest work from Burlingame, Oakland, Austin, or remotely. For digital marketing that usually changes nothing about the quality of the work, but it changes what a kickoff looks like, so we name the real location in every entry rather than repeating a claim.

Disclosure: we are number three on this list, included as an SEO and AI visibility specialist rather than a full-service agency. No paid placements.

How we chose

We looked for a real San Francisco presence, a clear area of strength, and evidence a buyer can check without sitting through a pitch.

Verified location

Headquarters taken from each company's own site, contact page or schema markup rather than a directory, and published as found even when it is not San Francisco.

A defined strength

Something specific each agency does better than its peers: a vertical, a platform, a channel or a way of working.

Verifiable proof

Named clients, published work or an independent review record that exists outside their own marketing.

Independent and active

Still trading under its own name, with a current site and a team you can check. Dormant and misattributed businesses were cut, which is why this list is six rather than eight.

TL;DR - the six San Francisco agencies and who each one fits

1.
Jives Media - One team across search, paid, web and social
2.
AdLift - SEO, content and paid media with an AI search practice
3.
The Business Rover - Organic search and AI visibility as one engine
4.
CSTMR - Fintech marketing, branding and web, run from Austin
5.
Colibri Digital Marketing - A B Corp running SEO, social and content strategy together
6.
Blinc - Shopify builds, migrations and ongoing store management

Quick comparison

Start from the "best for" column. Because these agencies are specialists rather than interchangeable full-service shops, the useful question is which one matches your constraint, not which one ranks highest.

#AgencyBest for
1Jives MediaFull-funnel SEO, paid and web for mid-market companies
2AdLiftSEO and paid media for consumer and marketplace brands
3The Business RoverSEO and AI search as the organic growth engine
4CSTMRFintech marketing, run from Austin
5Colibri Digital MarketingSEO, social and content strategy
6BlincShopify builds and migrations, remote

The absence of large full-service agencies from this list is not an oversight. In San Francisco, the pattern among growth-stage and mid-market companies is to assemble two or three specialists rather than hand everything to one shop, and the local agency market has shaped itself around that preference.

1

Jives Media

jivesmedia.com

One team across search, paid, web and social

LocationSan Francisco Bay Area; no office address published on its site
Founded2012

Jives Media was founded in 2012 by Jonathan Ivester and covers SEO and AI SEO, Google Ads and paid media, web design, video production, social and email. It is a Google Premier Partner, a status Google grants on measurable account performance rather than a submission, and it holds a large independent review record across healthcare, legal, technology and non-profit clients.

This is the closest thing on the list to a conventional full-service agency for a mid-market San Francisco company, and the Premier Partner status is real evidence on the paid side specifically. The gap is transparency about itself: their site says only that they are California-based and publishes no address, so the San Francisco location attached to their name comes from directories rather than from them. Expect a remote working relationship and judge them on the paid media results.

Services:SEO, PPC and Google Ads, web design and development, social media, email marketing
Best for:mid-market companies that want one team across channels.
2

SEO, content and paid media with an AI search practice

LocationBurlingame, CA
Founded2009

AdLift is a Burlingame agency founded in 2009 and led by co-founder and CEO Prashant Puri, running SEO, content and paid media with a dedicated AI search practice, and a delivery team in India. Past clients include PayPal, Shopify and Walmart.

Consumer and marketplace businesses benefit most from running organic and paid against one plan, because the same query often deserves both a bid and a page, and paid data is the cheapest way to find out which searches convert before the content budget is committed. Note that AdLift was acquired by Liqvd Asia in March 2025 and now sits inside a larger group, though it kept its brand and its leadership. Ask how that has changed staffing on accounts your size.

Services:SEO, AI search optimization, content marketing, paid media, analytics
Best for:consumer and marketplace brands.
3

The Business Rover

thebusinessrover.com

Organic search and AI visibility as one engine

LocationRemote, with team members in the US, Armenia and Germany
Founded2022
Team sizeAround 35

The Business Rover is an SEO and AI visibility agency, not a full-service shop. Its in-house team of around 35 handles technical SEO, content, link building and generative engine optimization, and it tracks brand mentions in ChatGPT, Gemini, Perplexity and Google AI Overviews with its own platform, PromptRush. Clients include Picsart, Krisp, Sift and Aikido.

In B2B software, the vendor shortlist is increasingly written by an assistant before anyone visits a website, which makes AI visibility and traditional rankings two halves of the same channel. See their San Francisco SEO services, the GEO agency page for AI search specifically, or the Silicon Valley page if you are earlier stage or based on the Peninsula.

Services:Technical SEO, content strategy and production, link building and digital PR, generative engine optimization, AI visibility tracking
Best for:SaaS and B2B companies that want organic search and AI visibility done properly.

Why choose The Business Rover:

  • Narrow by design: organic search and AI visibility, delivered in house rather than resold
  • AI citation tracking across the major assistants included in every engagement
  • Technical depth for modern stacks: JavaScript rendering, docs and subdomain sprawl, migrations
4

Fintech marketing, branding and web, run from Austin

LocationAustin, TX; serves Bay Area fintech clients

CSTMR works only with fintech and financial services companies, across marketing, branding, web development and digital strategy, with a distributed team. It is SOC 2 Type 1 compliant, which in this sector is often the prerequisite for a regulated client handing over analytics and customer data at all.

If you are a fintech, a specialist that already knows how compliance review works will save you months of arguing about why a claim cannot ship as written. Two things to be clear on: their own site and schema give an Austin headquarters, not the Mission Street address that circulates in directories, and the fintech focus is exclusive, so if you are not in financial services this is not your agency.

Services:Fintech marketing strategy, branding, SEO and content, paid acquisition, web development
Best for:fintech and financial services companies that want a specialist and do not need it local.

Colibri Digital Marketing

colibridigitalmarketing.com

A B Corp running SEO, social and content strategy together

LocationOakland, CA, with a remote team

Colibri Digital Marketing is a certified B Corp and a California benefit corporation, founded by Anna Colibri, running SEO, social media and content strategy for Bay Area businesses. The B Corp certification means its social and environmental practices have been audited by a third party, and the benefit corporation status writes those commitments into its legal charter rather than its marketing.

Structure is the differentiator here, and it is more than positioning: a company legally obliged to weigh stakeholder impact behaves differently about things like growth-at-all-costs tactics, which is a real consideration if your own brand is values-led. Practically, this is a small remote team with an Oakland address rather than a San Francisco office, and it has kept a deliberate focus on independent local businesses. Expect senior attention and limited capacity, not scale.

Services:SEO, social media marketing, content strategy, digital marketing strategy
Best for:mission-driven and local companies that want SEO and social managed together.

Shopify builds, migrations and ongoing store management

LocationRemote; no verified San Francisco office

Blinc is a Shopify specialist covering store builds, redesigns, platform migrations, theme customization, ongoing management and the SEO work around them. Its current site is at theblinc.com, and it has published Shopify work for consumer brands.

Platform specialists earn their place when the store is the business: a team that has migrated dozens of catalogues onto Shopify will handle the redirect mapping and the collection structure properly, and getting that wrong is one of the most expensive mistakes in ecommerce. Be aware of two things. This is a web and platform shop, so paid media and demand generation are not what you are buying. And the San Francisco address that appears under the Blinc name in listings belongs to an unrelated business, with no San Francisco office confirmed anywhere on its own site, so treat it as a remote partner.

Services:Shopify store builds and redesigns, platform migrations, theme development, ongoing store management, ecommerce SEO support
Best for:Shopify merchants that need the store built or migrated properly and do not need a local team.

How to choose a digital marketing agency in San Francisco

1. Pick the channel that matters most first

Full-service is convenient, but specialists usually go deeper. Write down the one channel that would most change your numbers over the next year, then start your search there. If you cannot name it, that is the finding: you need a strategy conversation before you need an agency.

2. Look for experience with companies at your stage

A seed-stage startup and a public company need different partners. The seed-stage company needs someone who will tell it what not to do yet; the public company needs someone who can navigate five stakeholders and a compliance review. Very few agencies do both well, and stage mismatch is a more common failure than incompetence.

3. Ask how results are measured

Pipeline, revenue and customer acquisition cost, not just clicks. Ask what the agency does when a metric goes the wrong way for two months in a row, and whether they have ever recommended a client stop spending on a channel. The answer tells you how the monthly call will actually go.

4. Ask about AI search

Bay Area buyers use AI assistants heavily for research. Your agency should have a plan for it: which assistants they track, how often they sample a fixed prompt set, and which sources the answers cite for your category. If the answer is a screenshot of one ChatGPT response, there is no plan.

The two-agency setup most Bay Area companies end up with

A pattern worth knowing before you start: most growth-stage San Francisco companies we speak to do not end up with one agency. They end up with two. A performance or growth agency runs paid acquisition and creative, where iteration speed and volume matter, and a specialist owns organic search and AI visibility, where technical depth and content quality matter.

It costs a little more to manage, and it consistently beats asking one team to be excellent at six things. If you go that route, be explicit about which agency owns which metric, and make sure both can see the same analytics, otherwise your first attribution argument will arrive in month three.

Which type of digital marketing agency do you actually need?

If your problem is pipeline from search, you need an SEO agency, not a full-service one; our best SEO companies in the Bay Area list is the better starting point. If it is paid acquisition, look at the performance agencies above and our list of PPC agencies. If it is brand and creative, the web design agencies and PR agencies lists cover SF well. If competitors show up in ChatGPT answers and you do not, that is a GEO agency in San Francisco problem.

If organic is the half you are missing, our San Francisco SEO agency page explains how we scope that work, and the GEO agency in San Francisco page covers AI search on its own.

Frequently asked questions

Full-service retainers from established agencies typically start around $5,000 per month and go well past $25,000 for multi-channel programs. Single-channel specialists (SEO, paid, social) usually start between $2,500 and $5,000.

Many startups use an agency for specialist channels like SEO or paid search while building a small in-house team for strategy and brand. That split works because specialist channels need depth you cannot hire for at one headcount, while strategy and brand benefit from being owned internally.

Local matters for events, production and in-person strategy work. For SEO, paid media and content it matters much less than category experience and who does the work.

Specialist, in most cases. The local agency market has largely organized itself around specialization, and the common setup among growth-stage companies is two or three specialists rather than one full-service shop. Full service makes sense mainly when your constraint is marketing capacity rather than channel depth.

Paid media can be assessed within a quarter. Organic search, brand and UX work take six to twelve months to judge fairly. Set the review checkpoint to match the channel, because judging SEO at ninety days usually means cancelling it right before it starts working.

Because we checked, and two names we expected to include did not survive it. One is quoted everywhere as an AI-driven growth agency, but the domain people link to belongs to a London branding studio; two separate companies have been merged into one listing and repeated ever since. The other looks credible until you notice the site has not changed in years, the founders now run a different business, and the team is in single digits. Padding to a rounder number would have meant recommending at least one company we could not stand behind. Six options with their real locations stated are more useful than eight that need re-checking.
